The workshop, jointly organised by the Bank of England, the European Central Bank and the International Monetary Fund, comes at a moment when capital flows are being reshaped by several powerful forces. The fragmentation of the global economy into competing blocs is redirecting investment flows along geopolitical lines. The energy transition is creating new patterns of cross-border investment as countries compete to attract capital for green infrastructure. And the normalisation of interest rates after a prolonged period of exceptionally loose monetary policy is changing the calculus for investors who had grown accustomed to searching for yield in riskier markets.

The workshop will examine the tools available to policymakers to manage the risks associated with volatile capital flows, including macroprudential measures, capital flow management policies and international coordination. The experience of emerging economies, which have been dealing with these challenges for decades, will be a particular focus.

The Bank of England's deputy governor for financial stability said the workshop was timely. "Capital flows are a source of strength for the global economy," she said. "But they can also be a source of instability. Understanding how to maximise the benefits while minimising the risks is one of the central challenges of international economic policy."
